At this year’s Liberal Democrat Party Conference, the Education Policy Institute has partnered with Independent Schools Council to hold a public panel event: ‘How can independent and state schools work together to improve outcomes for all?’
Schools are increasingly working in partnership with one another across England, under various formal and informal arrangements, most notably in recent years through the formation of multi-academy trusts. This includes those between schools in the independent and state sectors. In 2020, 85% of Independent Schools Council schools were in some form of partnership with a state school.
Across the system, schools are facing many challenges, including widening attainment gaps between disadvantaged pupils and their peers across all educational phases; difficulties recruiting and retaining teachers, particularly in shortage subjects and in certain areas; and soaring rates of absence and mental health needs. To help to tackle these challenges, it is important to consider what role partnerships might play in sharing best practice and improving outcomes for all. In particular, with the future role of independent schools in the political spotlight, it is timely to explore how the independent sector can contribute in alleviating these issues and supporting national education policy.
This panel will bring together politicians, school leaders and other education stakeholders to discuss what independent and state school partnerships (ISSPs) could and should look like moving forwards. Panellists will consider what areas ISSPs should be focusing on to lighten the most pressing issues facing the education system; how to go about building these targeted partnerships, given geographic and economic disparities, and ultimately, what might a measure of success or impact look like to ensure partnership activities are worthwhile and target those who need them most.
