Labour Party Conference: A new tutoring model for breaking down barriers to opportunity and supporting economic growth

At this year’s Labour Party Conference, the Education Policy Institute has partnered with Action Tutoring, Get Further and Tutor Trust to hold a public panel on: ‘A new tutoring model for breaking down barriers to opportunity and supporting economic growth’ 

Across the UK, inequality continues to rise, with young people from disadvantaged backgrounds far more likely to achieve lower grades than their peers and far less likely to progress to higher level study or sustained employment. At the same time there are rising levels of young people who are Not in Education, Employment or Training (NEET)—often due to low qualification levels. We know that tutoring is one of the most effective interventions for closing the attainment gap for under-resourced young people. Parents love it, but since the end of funding through the National Tutoring Programme (NTP) and 16-19 Tuition Fund (16-19 TF) in 2024, many schools and colleges have struggled to maintain access.  

So what now? The evidence indicates that tutoring can play a vital role in shaping education, driving social mobility, and boosting economic growth, so it is timely to consider what a strategic and sustainable approach can offer to maximise quality and impact for the benefit of all. This panel event will bring together policymakers, school leaders, and education experts to discuss what this approach should look like; how we can ensure widespread delivery to offer fairer opportunities nationwide; the role of tutoring in reaching disengaged learners and closing the attainment gap; and tutoring’s place in supporting young people to gain the qualifications they need to progress in education, work, and life.
