Stephen is Campaign Manager of the Disabled Children’s Partnership (DCP) and Director of the Pears Foundation Learning Hub. The DCP is a coalition of more than 80 charities campaigning for improved support for disabled children and their families. The Learning Hub is a partnership between the DCP and Pears Foundation set up to research the impact of the covid pandemic on disabled children and their families and how the voluntary sector has responded to it.
Prior to moving to the voluntary sector, Stephen spent 25 years working in the Civil Service, in the Department for Education and the Department of Health. During that time, he worked on a wide range of policy areas, including being head of Academies policy in the early days of the programme; overseeing school and local authority education funding; and leading the 2014 reforms to special educational needs and disability. Away from work, Stephen is a Trustee of Achievement for All and a primary school governor.
